While the term lacks a single legal definition, it is frequently organized around three government policies: legal requirements to localize data, requirements to process data by national persons, and jurisdictional control. This roundtable will convene global leaders to address the growing tension between the political demand for greater local control and the technical reality of a globalized Internet.

Matthew Prince is co-founder and CEO of Cloudflare. Cloudflare’s mission is to help build a better Internet. Today the company runs one of the world's largest networks, which spans more than 330 cities in over 125 countries. Matthew is a World Economic Forum Technology Pioneer, a member of the Council on Foreign Relations, and winner of the 2011 Tech Fellow Award.

Matthew holds an MBA from Harvard Business School where he was a George F. Baker Scholar and awarded the Dubilier Prize for Entrepreneurship. He is a member of the Illinois Bar, and earned his J.D. from the University of Chicago and B.A. in English Literature and Computer Science from Trinity College. He’s also the co-creator of Project Honey Pot, the largest community of webmasters tracking online fraud and abuse.

Doug Kramer, Chief Legal Officer, joined Cloudflare, Inc. in August 2016. He is responsible for managing the company's Legal, Policy, and Trust & Safety teams. Prior to joining Cloudflare, Doug held several senior positions in the administration of President Barack Obama, including Staff Secretary and Deputy Assistant to the President, Associate White House Counsel, Deputy Administrator of the Small Business Administration, and General Counsel of USAID.

Earlier in his career, he practiced law with Covington in Washington, D.C. and Polsinelli in Kansas City. Doug is a lifetime member of the Council on Foreign Relations, and a graduate of Georgetown University and the University of Chicago Law School.

Grant Bourzikas, Chief Security Officer, joined Cloudflare in 2023. His role is to protect the company from sophisticated adversaries, and stay ahead in today’s threat landscape. He oversees Cloudflare’s threat intelligence services and acts as “Customer Zero,” to help accelerate innovation across Cloudflare’s products. Grant is a seven-time CSO with experience across the financial services industry at HSBC and Silicon Valley Bank, as well as at a Fortune 500 critical infrastructure company, an online trading organization and organization in the gaming space. Grant is a CPA and CISSP, and holds a Master's in Data Science and Artificial Intelligence from Southern Methodist University, and a Bachelor of Science in Accounting from the University of Missouri in St. Louis.

Stephanie Cohen joined Cloudflare in 2024 as the company’s first-ever Chief Strategy Officer. A seasoned operating executive, she brings more than two decades of experience at Goldman Sachs where she advised the leadership and boards of some of the world's most important companies and institutions. In addition to her time in Investment Banking, she was Goldman Sachs's Chief Strategy Officer, ran two multi-billion dollar global segments and served as a member of their Management Committee. In her role at Cloudflare, Stephanie leads the company's efforts in expanding the breadth and depth of its presence in boardrooms and the C-suite on its path to $5B in revenue and beyond. She focuses on the most important initiatives driving Cloudflare's growth, including the future of the network, international expansion, AI and the developer platform. Stephanie has a Bachelors of Science in Finance from the University of Illinois. She is a trustee for the Economic Club of New York and Park City Day School, a member of the Board of Quill.org and an Ambassador for US Ski & Snowboard. She is also a member of the Board of Directors of Fiserv.

Alissa Starzak is the Vice President, Deputy Chief Legal Officer & Global Head of Public Policy at Cloudflare, a cloud connectivity company that helps organizations make their applications and networks faster and more secure while blocking billions of threats daily. Prior to Cloudflare, she served in various national security positions within the U.S. government, most notably as the Senate-confirmed 21st General Counsel of the Department of the Army. Her distinguished career also includes senior roles in both the Executive branch and Senate, private practice in Washington, D.C., and a federal appellate clerkship with the Hon. E. Grady Jolly of the U.S. Court of Appeals for the Fifth Circuit. Starzak is a graduate of Amherst College and the University of Chicago Law School.

Phil Winslow is Vice President of Strategic Finance, Treasury, and Investor Relations at Cloudflare, Inc. (NYSE: NET). Joining the company in January 2023, Winslow is responsible for ensuring the Cloudflare's long-term financial strategy is optimized for growth and profitability, managing its capital structure and treasury processes to support strategic goals and operational objectives, and overseeing investor relations to drive long-term value for all of customers, shareholders, and other stakeholders.

Prior to joining Cloudflare, Winslow spent more than 21 years in equity research at two of the most iconic investment banks in the financial services industry. He consistently ranked in the Top 10 in Institutional Investor magazine's All-America Research Team beginning in 2008 – including eight years voted Runner-Up or higher from 2010 to 2022 – and was also recognized in Bloomberg Markets magazine's Top U.S. Analysts survey. Winslow ranked in the top ventile of more than 7,000 analysts tracked by TipRanks across all sectors.

Most recently, Winslow was a Managing Director at Credit Suisse based in Denver, CO. Winslow served as the global head of the software team in the Securities Research department, coordinating a team of eleven research professionals across the United States and Europe. Prior to rejoining Credit Suisse in June 2021, Winslow was a Managing Director at Wells Fargo, beginning with the firm in October 2016 in New York. Leading a team of six research professionals, he served as the head of the software team in the Equity Research department. Prior to Wells Fargo, Winslow was a Managing Director at Credit Suisse in the Investment Banking division, based in New York. Coordinating a team of nine research professionals across the United States and Europe, he acted as the global head of the software team in the Equity Research department. Winslow originally joined the Technology Group of Credit Suisse First Boston in June 2002 as an associate, covering the Internet infrastructure software sector.

Winslow graduated from the Wharton School at the University of Pennsylvania in May 2001. He is a CFA (Chartered Financial Analyst) charterholder.

Throughout her career, Daniella has specialized in scaling and shaping the narratives of high-growth technology brands at every stage. Prior to Cloudflare, she led communications at Appirio and held senior roles at SAP Cloud (formerly SuccessFactors) and top PR agencies like SHIFT Communications. Her experience spans both enterprise and consumer technology, representing companies including Salesforce.com (NYSE: CRM), Logitech (NASDAQ: LOGI), Wildfire Interactive (acquired by Google), and McAfee (NASDAQ: MCFE). Daniella holds a B.A. in Communication from Santa Clara University.
